It is an odd concept to those I try to explain it to, but in Sausalito, a property owner has to ask the city if they have the right to submit plans for new construction—on land that they own. Sausalito has a planning department and a building department. To get your plans to the building department, you first have to go through the Planning Commission. Both the Bible and the Quran proclaim that “a leaf does not fall without the will of God.” In Sausalito, that leaf first needs to conduct a light-and-shadow study to determine the impact of its departure on the other leaves, consult and document discussions with the sidewalk, dirt, and rocks to address any “massing” concerns that its new presence there would engender, and finally, ensure that its design and style is consistent with the other leaves strewn on the ground. “Those leaves are an existing condition, already in their places,” the Planning Commission would inform our would-be applicant seeking its deciduous destination. “We can’t make the findings for approval. We need more studies and neighborhood outreach.”
