In 2015, Matt and his wife moved from San Francisco to Sausalito, CA, where they purchased a fixer-upper for their growing family.
 Their journey exposed them to numerous challenges, including bureaucratic hurdles, construction costs, and a small-town political environment resolved in opposing new housing development. Through persistence and navigation of these obstacles, Matt gained insights into the complexities of building a home in a wealthy coastal community.

I AM APPLICANT - One Family's Seven-Year Odyssey Building A Home In Sausalito - California.
In 2015, Matt and his wife embarked on a journey that would expose them to the full array of anti-development forces that have culminated in the California housing crisis. Leaving behind the bustling city of San Francisco, they set their sights on Sausalito, a picturesque town just north of the Golden Gate bridge. Here, they purchased a charming fixer-upper, envisioning it as the perfect haven for their growing family. Little did they know, they’d be stepping into a Kafkaesque labyrinth of bureaucracy, spiraling construction costs and unexpected challenges that would challenge their perseverance and resolve.
 
The couple delved into an unyielding series of design evaluations and urban planning committees, characterized by intricate rules and arcane requirements. In no time, they became entangled in quid pro quo arrangements with neighbors to procure the required neighborhood support for their proposed project, faced increasingly exorbitant building expenses, and shouldered the costly burden of dozens of arcane conditions of approval in order to get their home built.
 
Throughout his journey, Matt gained valuable insights into the small-town politics of a wealthy coastal California community. He discovered how a small town can effectively shut down new development and extract outrageous concessions from the sponsors or new housing projects. And how to navigate these challenges while belonging to a specific species of property owner–one not currently living in his house–lacking the significant political power of property owners already living in their homes.

It is an odd concept to those I try to explain it to, but in Sausalito, a property owner has to ask the city if they have the right to submit plans for new construction—on land that they own. Sausalito has a planning department and a building department. To get your plans to the building department, you first have to go through the Planning Commission. Both the Bible and the Quran proclaim that “a leaf does not fall without the will of God.” In Sausalito, that leaf first needs to conduct a light-and-shadow study to determine the impact of its departure on the other leaves, consult and document discussions with the sidewalk, dirt, and rocks to address any “massing” concerns that its new presence there would engender, and finally, ensure that its design and style is consistent with the other leaves strewn on the ground. “Those leaves are an existing condition, already in their places,” the Planning Commission would inform our would-be applicant seeking its deciduous destination. “We can’t make the findings for approval. We need more studies and neighborhood outreach.”
